Canada's Aviation Hall of Fame to induct four new members


Canada's Aviation Hall of Fame (CAHF) will induct four new members, and honor a Belt of Orion recipient, at its 40th annual gala dinner and ceremony to be held in Ottawa on May 30, 2013.


The new members are: Victor R. Bennett, former Innotech Aviation chief executive; James “Stocky” Edwards, WWII Royal Canadian Air Force fighter pilot and command leader; Joseph Fernand “Frank” Henley, former executive of Maritime Central Airways, Nordair and Hydro Quebec; and, John Sandford, former president of de Havilland Canada. Canadian Pacific Air Lines Ltd. will be presented with the Belt of Orion award.

CAHF inductees are selected for their contributions to Canada’s development through their integral roles in the nation’s aviation history. This year’s inductees will join the ranks of the 208 esteemed men and women inducted since the hall’s formation in 1973.

 “The CAHF is proud to honor these four individuals and a pioneering airline for their significant contributions to Canadian aviation, and to Canada’s development as a nation,” said Tom Appleton, CAHF chairman of the board. “Our 2013 inductees come from backgrounds that span the width of Canada’s professional aviation industry, as well as its internationally renowned air force.”



Victor R. Bennett’s long career in aviation has seen his active involvement with a host of organizations, spanning business, professional and heritage sectors. His background in the RCAF Reserve, education in law, exemplary leadership skills, business acumen and entrepreneurial talent, have seen him reach the top of his field in providing FBO, repair, overhaul, completion and refurbishing services to customers worldwide, as chief executive at Innotech Aviation.

James “Stocky” Edwards is a renowned and decorated wartime RCAF fighter pilot and combat leader. He is known for his prowess with the P-40 Kittyhawk as part of the Desert Air Force during WWII Allied operations in North Africa. Until his retirement, Edwards provided important command experience to the RCAF/CAF and today continues his role as an inspirational leader for young people. Edwards was named to the Order of Canada in 2004.

Joseph Fernand “Frank” Henley established his career at the RCAF, and also bush flying. Henley held executive positions at Maritime Central Airways (MCA), Nordair and Hydro Quebec, where he masterminded immense logistical effort to transport heavy equipment, supplies and personnel to the James Bay hydro project via air. In doing so, he pioneered the use of ice runways for the delivery of heavy loads by air. Henley was named to the Order of Canada in 2003.

John Sandford, former president of de Havilland Canada, was its chief executive during the company’s tumultuous period as a crown corporation. During this time he launched a new generation of regional airliners that saved the company from collapse. His legacy can be seen in the more than 1,000 Dash 8 aircraft used by airlines around the world.

Belt of Orion recipient, Canadian Pacific Air Lines Ltd., was established under modest conditions in 1942 with the amalgamation of ten small, independent air services. The airline went on to expand its operations and become a prominent international and domestic provider of scheduled air services. Canadian Pacific Air Lines serviced nearly every province and territory in Canada, as well as 14 countries across five continents. The company also launched Canadian airline services across the Pacific.

Montreal-Trudeau Airport is Expanding





Montreal-Trudeau Airport will officially open new boarding lounges for international flights, and particularly for Sun destination service, just in time for the holidays. Located at the far end of the existing international jetty, these new departure lounges are the first phase of a major expansion project estimated to cost $270 million. The lounges are expected to open around Dec. 20.

"This addition will immediately give us the flexibility to better meet demand during the periods of highest traffic," said ADM president and CEO, James Cherry. "The strong growth in international traffic in recent years has led us to accelerate this work somewhat."

With seating capacity for 420, the new Gate 62 is equipped with a new bridge designed to handle three passenger transfer vehicles at once to transport passengers to aircraft parked at remote stands.

Phase two of the international jetty expansion project, which will get underway in 2014, will add a total of six new contact gates for wide-body jets, including two for A-380s, as well as a bus station. Scheduled for completion in September 2016, this additional section will include a 1,450-square-meter commercial area that will feature stylish lounges, shops, bars and restaurants.

"September 2016 is an important date for Aéroports de Montréal because we will be playing host to the Airports Council International (ACI) World and ACI North America annual conference, which will be held at the Palais des congrès de Montréal," said Cherry. "More than 2,000 participants from around the world are expected to attend this prestigious event, and we are planning to take advantage of this opportunity to showcase our expertise in airport operation and development."

The extension of the international jetty is being accompanied by major landscaping and concreting work to expand the west apron and develop aircraft parking stands that will be completed in 2013.

Transport Minister says Canada has enough aviation inspectors despite vacant spots

 OTTAWA – Transport Minister Denis Lebel says there are enough federal inspectors in place to maintain Canada’s strong aviation safety record, although his department says more than 100 inspector jobs have been vacant for years.



The government’s oversight plan for Canada’s civil aviation system includes a staff compliment of 880 inspectors. These positions include both licensed pilot inspectors, charged with ensuring companies and pilots are capable of conducting safe flight operations; and technical inspectors, tasked with making sure the equipment and associated systems to support the operations are safe to use.

There are 136 vacancies or unfilled inspection positions, Transport Canada confirmed, saying the current vacancy level “has been consistent for several years due to the normal attrition rate.”

Despite these chronic vacancies, Lebel said “we have enough inspectors and resources to do our job,” pointing to a 25-per-cent decrease in aviation accidents in Canada in the last decade. “They are at the lowest in all time,” Lebel said this week in answer to a question from NDP transport critic Olivia Chow.

Lebel’s spokesman, Mike Winterburn, added that the number of aviation inspector positions hasn’t been cut and the department is trying to fill vacancies. “While we have enough inspectors working to maintain Canada’s strong aviation safety record, Transport Canada continues to regularly run recruitment processes across the country to fill vacancies for inspectors and other safety personnel,” he said.

However, the head of the union representing pilot inspectors says the chronic vacancies creates a heightened safety risk for Canadian air travellers.




“I used their own charts to look at how many people they planned for or say they needed,” Daniel Slunder, president of the Canadian Federal Pilots Association, said Friday after releasing his association’s own study of staffing.

“You’re not doing all the work and you’re saying you’re short of people, but it’s okay. Well, I don’t see that as logical. It doesn’t sound truthful to me.”

According to his group’s study, 100 of 499 licensed pilot inspector positions are currently vacant. This includes a vacancy rate of 21 per cent (60 of 289) among front-line pilot inspection positions in different regions, and a vacancy rate of 19 per cent (40 of 210 positions) at Transport Canada’s headquarters in Ottawa.

Overall, aviation enforcement (30 per cent of positions are vacant) and aviation safety system (29 per cent are vacant) are the most shorthanded operations at Transport Canada, the pilot inspector study concludes.

“I’m not sure what they’re doing to hire because I’m not seeing it,” said Slunder.

Martin Eley, director general of Transport Canada’s civil aviation branch, told parliamentarians earlier this week that the demographic reality of the workforce poses an additional challenge.

“(The) organization is 1,400 people altogether. With a natural turnover rate, it ends up giving you a significant number. In one area during the course of 12 months we recruited 36 people and we lost 37 so there is active recruitment going on. The baby boomers are part of that trend.

“We clearly need to staff the positions. It isn’t for a lack of trying,” Eley told members of the House of Commons public accounts committee.
